A few people i know have stayed at the Underground Backpackers in Northbridge and said that it was great!
Prices were from around $20 a night for a 10 bed dorm and has great facilities which include:

A few weeks ago I stayed at a couple of backpackers in Perth. Here's my 2 cents worth.

Ozi Inn: I had previously checked out their website at http://www.oziinn.com where it lists their rates as low as $14 a night. Upon arriving there however I was told that it was more like $21 a night. Having not booked in advance the place was fully packed, but fortunately I was able to stay at their other inn just across the road. As this other place was still being constructed/renovated the rate was $17 a night, but of course it was much less furnished and less built-up. I only stayed there for one night, being rather disappointed with their rates and the overall conditions of that secondary, still-under-construction inn. Speaking to one of the backpackers I learnt that the owners have a system whereby they allow backpackers to stay for free if they did some chores like cleaning or manning the reception counter. She said this caused its own set of problems when the owners themselves weren't around and left the whole operation to the backpackers. The people I met at both places seemed very friendly though. I can't really give a more in-depth description, having stayed there for just one night. It seemed alright.

Aberdeen Backpackers Lodge: This was my next stop. I think it's probably one of the cheapest, if not the cheapest, backpackers in town at only $16 a night for a full week's stay. In my opinion however the conditions were rather poor. It seemed to me that while the secondary Ozi Inn was less established and built up but still relatively clean, Aberdeen Backpackers was simlpy... less clean. I suppose it could have been a trick of the dim lighting and the old carpeting and furniture, but it certainly did give me the impression of being less well maintained. The bathrooms seemed kinda dingy and dank, and according to my roommate the female bathroom had just one shower that had a resident cockroach staying in it, whilest our own room had its very own mouse. But to be fair I didn't see either critter, and did see some of us vacuuming and mopping the floor. I think they had the same system of free lodging in return for helping with the chores. This place always had a manager around to oversee everything though. Additionally there is a pub called The Deen right across the road, so if you're a light sleeper you might have some trouble falling asleep on the nights the pub has a lot of business. The upside is that every Thursday night The Deen has Backpacker's Night, where they serve free food to backpackers. It's a convenient way to socialise, being right next door, and I made a few good friends during my week-long stay there. All in all this is a good place to stay at if you're looking for very low rates and don't particularly mind the issues I described earlier.

YMCA Jewell House: This was the last place I stayed at, for the last two night of my stay in Perth. I guess I wanted to have my own room all to myself and live in comparative luxury for a change! It cost me $38 a night. It's a decent place, well maintained, with room cleaning making their rounds often. The bathoom facilities were good, being clean, well-lit and dry. Additionally, men and women stay on alternate floors on the building. It's a nice place to stay at if you want to be assured of a certain standard.

ダーウィンでパースまでのツアーなどを予約した際、旅行代理店でパースの１泊目の宿を予約した方が良いと言われて予約したのがここです。
土地勘なども無かった為、中心部のバッパーでお願いしましたが、街の中心部からは徒歩３０分もアウェイなバッパーでした；
パースに近づいた頃に地図で確認したところとても遠かったのでRainbowLodgeに電話をして中心地からの距離を確認しましたが、ぶっきらぼうなおじさんに「駅から５分だよ、近いから」と言われました。
そんな距離じゃないだろうと「街の中心ですよ？パースの、セントラルの駅ですよ、本当ですか？」と念を押すも同じ。着いてみたら、イーストパース駅からは５分で、パース駅からは３０分でした。
英語初級者ではないので、意思疎通がなかったとは考えられないことと、ツアー会社の人がプッシュしたことも考えると、多分今までも同じようなことをしてるんだと思います。ちょっと残念でした。
女子部屋３人でしたが、日中部屋に戻ると一人が男の子を連れ込んでセックスしていたのも残念でしたー。
それでも２泊でチェックアウトした原因はホステル側でも誰でもなく、もう一人の女の子の部屋が揺れんばかりのいびきでした。無意識でこんな轟音が出せるものなんだなと興味深くすらありました。
でも睡眠とれなかったので移りました。

■Old Swan Barracks $24/night (8beds) ＊インターネットはチケット制で、６ドル／時間
　☆　お金をもらってでも時間を費やしたくないホステル
少しでも街に近いところに移動しようと思って２泊を予約したホステル。何かの賞も受賞しているようですが、ベッド数や設備面での評価だと思います。
部屋の女の子達は仲良しパーティーガール。いつでもボーイフレンドが勝手に入ってこられるように部屋のドアは開けっ放し。注意すると謝るも改善はなし。
中でお酒を飲んで騒いでナイトクラブに繰り出したようで、ドアをしめて電気を消してベッドに入りましたが、今度は廊下で熟年カップルが喧嘩しながら帰って来る。
俺の前で他の男といちゃついたと激怒しているおじさんと、あなたにそんなこと関係ないわってキレだしたおばさん。５分ほど言い合いした後に移動した、と思ったら隣の部屋だったようで・・・。
その後も１時間以上キレあっていて眠れず（泣）終わったころにパーティーガールが騒々しく帰宅。夜中２時でもおかまいなく電気をつけ、消したと思ったらボーイフレンドとベッドイン・・・。
寝れた状況じゃないので受付に行くも、見に行くからと言われたまま誰も来ません。ゲスト数が多すぎるのか、スタッフも何かが起きても、知らない・見ないふり。
合い部屋頼んだ覚えなんですけど、部屋かえるか返金するかどっちかにして、って言ったらやっと動いて男の子を連れだしてくれましたが、女子部屋になったーと思ったらまだ他に一人隠れてました。
翌朝、ブランケットを持って部屋に戻ってきた女の子がいました。その子は眠れないので、TVルームで寝たそうです。かわいそうすぎました。
私は１Ｆ入口の部屋に変えてもらいましたが、その晩は夜中３時までえんらんすエントランス脇のテーブルで酔っ払いが歌って叫んでいましたがそれも放任状態。
スタッフもうつ病みたいに重く沈みながら働いており、病気になりそうなホステルでした。
